And the Lord said to him, "Get up and go to the street called Straight, and
inquire at the house of Judas for a man from Tarsus named Saul, for he is
praying." (Acts 9:11)

Who is at peace?

"Who is blind but My servant, Or so deaf as My messenger whom I send? Who is so blind as he that is at peace with Me, Or so blind as the servant of the LORD?" (Isaiah 42:19 NASB)

Literally and rhetorically speaking, the answer is nobody. 

  The servant is blind to all else, but goes where and when God says "Go", the messengers are deaf to all others, but speak only what they have heard from the Holy Spirit. (John 5:19, 8:28, 12:48-50) 

They are at peace who endeavor always to be near to Jesus. They know His voice and trust him, they commit all of their ways to Him. They are blessed to receive the desire of His heart for them; as He guides them they delight themselves at all times to resemble him. (Isaiah 26:3, Psalms 37:4, 1 John 4:17)

"I will lead the blind by a way they do not know, In paths they do not know I will guide them. I will make darkness into light before them And rugged places into plains. These are the things I will do, And I will not leave them undone." (Isaiah 42:16 NASB)
